Recommendations to improve the effectiveness in the conduction of e-government cuban program

Abstract

The purpose of the electronic government program in Cuba is to generate digital services of public value. This process is complex, since it demands the orderly and coordinated development of technological and organizational capacities, as well as the consequent change management for citizens and public administration. The proper conduct of this process is essential for the success of the program. Achieving this requires implementing an effective governance and management system for the e-government program. To contribute to this, a set of recommendations based on national and international experience in the governance and management of ICTs applied in the context of the development of e-government programs are proposed.
