This article presents an analysis of open science and open innovation policies in Malaysia, a Southeast Asian country that has had outstanding performance in recent years. The fact that Malaysia has defined industrial policies that prioritize well-defined sectors and that have privileged the construction of infrastructure, the formation of human capital and the construction of scientific and technological capabilities stands out. It is this context in which open science policies are developed to improve access to knowledge and open innovation policies to promote inter-institutional interaction and collaboration, all with the central objective of turning Malaysia into an economy based on innovation.
