Model for the selection of person based on managerial competencies for the administration of public security

Competency-based selection, with a particular focus on the Cuban context of public administration in public security, is essential to ensure effective and efficient management. Current selection processes have limitations, such as a lack of modern tools and a lack of alignment with the needs of the local context. The objective of this article is to analyze competency-based selection models and practices and propose recommendations for their implementation in Cuba. A literature review was conducted using academic databases and keywords related to the research field. Key competencies were highlighted, such as risk assessment and management, interagency coordination, community conflict resolution, ethical use of authority, and situational intelligence. The proposed model will strengthen the responsiveness and efficiency of public security institutions where competency-based selection is fundamental.
