Abstract

This article aims to design an improvement proposal focused on optimizing the operational flow of idea and innovation management in the Territorial Division of Guantánamo, ETECSA. The research was conducted under a qualitative applied approach with a descriptive–propositional scope, using theoretical and empirical methods such as analysis–synthesis, induction–deduction, document review, semi-structured interviews, direct observation, and expert judgment, supported by methodological triangulation. The results reveal a gap between the regulatory requirements of the science, technology and innovation system and its practical implementation, reflected in methodological deficiencies, document heterogeneity, weaknesses in feedback mechanisms, and delays in innovation evaluation processes. A set of actions is proposed aimed at document standardization, methodological support, and strengthening continuous improvement in the idea and innovation management process. The proposal contributes to improving operational efficiency, process traceability, and the quality of innovation records, thereby strengthening the organizational innovation system in the studied context.
